Waste water treatment is one of the unresolved problems of Yerevan. "Aeration" treatment plant partially performs mechanical cleaning, the grate part of the plant catches large garbage. Wastewater flows into the Hrazdan River. According to official data, 55 million cubic meters of wastewater are poured into the Hrazdan River annually through "Aeration" wastewater treatment plant. After leaving Yerevan City, the Hrazdan river generally has the highest pollution of the 5th class.
In 2015-2016, a new mechanical wastewater treatment plant was built in the territory of Yerevan "Aeration" wastewater treatment plant within the framework of the financial protocol signed between the governments of Armenia and France. Armenia received 24,900,000 Euros, out of which 500,000 Euros was a grant, and 24,400,000 Euros was a loan for the improvement and cleaning of Yerevan's drinking water system. According to the publications available in the press, after the completion of the works, the new treatment plant did not work due to the existing defects, the contract for the construction of the plant was not considered completed, and the test process was not passed. In 2019 "Aeration" program package was transferred to "Territorial Development Fund of Armenia".
Narek Manukyan, Deputy Minister of Territorial Administration and Infrastructures of the Republic of Armenia, informed by letter N NM//12884-2024 dated May 5, 2024,:
"Aeration WWTP restoration works" Contract (N АРФСИГ- БАШСДБ-14/3) is of a Fidic Red Book class, and the studies of the processes carried out under the contract showed that the foundations of the new Aeration WWTP being formed as a property unit are not available, and the contract is considered to be incomplete.
Discussions are currently underway with "Veolia Water" PB Company regarding the possibility of the plant being operated by the latter.
At the same time, we consider it necessary to note that case No. 61205320 is being tried by the Serious Crimes Investigation Department of RA Investigative Committee of the Yerevan City Investigation Department regarding the defects that appeared in the restoration works of the "Aeration" wastewater treatment plant.What Are Reasons for Non-operation of New "Aeration" Treatment Plant?
