On 21 May the Armenian Government recognized eminent domain over 491.8093 ha of land areas in Artsvanik. Sevaqar, Achanan, Chapni and Syunik Communities for the expansion of the tailing dump owned by “Zangezour Copper and Molybdenum Combine” (ZCMC) CJSC. With the same resolution the executive annulled the resolution of the Armenian government 627-N dated on 28 April 2011, which recognized eminent domain also over 181.7 ha land area in Qajaran community in parallel with the abovementioned communities.
Nevertheless, due to the revels of Qajaran community and public struggle the resolution of the Armenian government 627-N didn’t come true. This time the government refused to recognize eminent domain over Qajaran community land areas.
The Urban Development Ministry gave its consent to this resolution, if normative distance of 300 meters is ensured between Chapni and Atchanan communities and the planned tailing dump.
“Dambaranadaht” cultural and historical monument is located within the administrative borders of Artsvanik community on the spot of tailing dump construction, while ancient building ruins and archaeological layers were detected in Chapni community. Under the substantiation of the resolution, the selection of the area for tailing dump expansion is carried out taken into consideration the opinions of communities.
