

The National Assembly of the Republic of Armenia has adopted the Law “On Climate” and the accompanying package of related legislative amendments. The legislative package was signed by the President of the Republic, Vahagn Khachaturyan, on February 12, 2026.
The Law “On Climate” regulates the development, implementation, and coordination of climate change mitigation and adaptation policies in Armenia. It also governs relations in the fields of climate change mitigation and adaptation between the Republic of Armenia, regional administrations (marzpets), communities, all registered separate subdivisions of legal entities of the Republic of Armenia and foreign legal entities, as well as individuals.
The purpose of RA Law “On Climate” is to provide a legal framework for:
- Planning and implementing actions aimed at reducing greenhouse gas emissions in accordance with Armenia’s international obligations and commitments;
- Planning and implementing climate change adaptation measures, including the protection of the population, the economy, and infrastructure from the impacts of climate change, and strengthening their resilience.
- The law provides for the establishment of a Climate Change Council, which will support the Government in developing and implementing national climate policy and in fulfilling Armenia’s obligations and commitments undertaken under international agreements.
