Snack Bar Being Built in Park Near Sayat-Nova Street in Sevan Town: Sevan Resident Beating Alarm Signal

A fast food snack bar will be built in the park next to apartment building 17 on Sayat-Nova Street in Sevan Town from May 4, 2020, as one of the residents of the building near the park is beating an alarm signal to EcoLur. According to the documents provided by him, former Sevan Mayor, Rudik Ghukasyan sold the area to Samvel Galstyan, the area developer, whereas the current incumbent mayor Sargis Muradyan has issued the construction permit.

According to EcoLur source, the park has been completely alienated to different owners, which happened when Sevan community 5-year development plan for 2017-2021 acknowledges that the small amount of green space is one of the weaknesses of the community. Noting the need to preserve the park, this circumstance was also outlined by the resident who applied to EcoLur. In his letter, in particular, it is mentioned:

“...Stating from May 4, 2020, construction works are being carried out in the park adjacent to the building at 17 Sayat-Nova Street, in front of the Palace of Culture, as a result of which it is planned to build a kebab-barbecue place occupying an area of about 200 square meters. At the moment, the concrete foundation of the building has already been filled, and during the works, bushes have been destroyed, the roots of 2 Christmas trees and 3 other perennial trees have been damaged, as a result of which they may not be able to withstand the local severe winter and will completely dry out.

... The start of construction jeopardized to completely destroy one of the unique green belts preserved in Sevan from the past. One of the residents of apartment building no.17 on Sayat-Nova Street has filed a lawsuit in Sevan Administrative Court against Sevan Municipality, where the third party is the buyer of a part of the park, Samvel Galstyan. The resident demanded from the court to annul the construction permit No. 27 issued to Samvel Galstyan by Sevan Community Head on 07.10.2019. The court accepted the lawsuit on May 18, 2020.

EcoLur is joining the residents' protest, demands from the relevant bodies to check the lawfulness of the process of alienation of the park area, to restore the community's ownership of the park, to bring the area back to its original appearance.
